Purchase the Driver or Enforcer as soon as you can. If Tony gets into too much trouble with low health, police or gangs you can go to your map screen and select Business.

Choose to be a driver or an enforcer (or whatever you bought), and you change careers. Switch back to Tony and the heat from the police or gangs are reset. You won't lose money or drugs from this exploit, and sure helps keeps your losses down.
