Use the smith to upgrade your character's weapon to level 4. Then, successfully complete any battle with 500 or more kills. At the end of the battle, you will receive that character's fourth weapon.

Officer Deaths (movies) ... Unlock 50 weapons for play

Officer Limits ... Unlock 50 Policy Cards for play

Time Limits ... Complete Empire mode

You must finish Empire Mode.

You must collect all 4th weapons & 1000 KOs medals for all unique characters.

You have to Smith the weapon to level 4. In a battle get 500 K.O.s.

You must unlock 50 weapons.

Finish Empire Mode.
